  This is indeed one of the problems. We are not aiming to cover the entire road network in Solar Panels, so the positioning of them is quite flexible. As you point out we would avoid places with high traffic congestion or places where vehicles park. The other areas we look to avoid are locations where trees and buildings cause large shadows over the road.
