Our control centre gets alarms and alerts when things on the electricity system aren’t working as they should. As they’re in a control centre which may not be near the power cable that’s gone down so they’ll likely send an engineer to the site to check on what has happened. The engineer can then call into the centre with an update and decisions are then made as to how to get the cable back up, or repaired if necessary and back to carrying electricity!
In my job I don’t really get involved in power cables. But our operational sites suffer a lot from theft of electricity cables. Criminals break in and cut live cables! We usual find out by our telemetry system or in some cases by flooding particularly if the cable is supplying one of our pumping stations.
