      Dear dancer2002,
      The best way is to not live and build a development (for example house) at an area at risk of flooding. 71% of the Earth’s surface is covered with water. Flood happens when there is too much water at the wrong place. Flood can come from rivers, sea, groundwater, canals and lakes.

      On another note, I do agree with you that internet is one of the most important invention ever. Use this invention to find out whether the area or house that you plan to move into is at risk of flooding by visiting the website http://goo.gl/S3hLB.
