Depends what sort of engineer you want to be and what sort of studying you enjoy most. If you like abstract concepts then Oxford and Cambridge are great, but if you like more directly useful stuff, and learning more specific areas of engineering, then there are loads of universities which are each good at different types of engineering.
The best University to go to is in a location that you like (you’ll be living there for a few years so you have to be interested in the city) and one that has high reviews on the engineering teaching there.
Ancient or Red brick Universities are sometimes regarded as ‘better’ universities, but that opinion is changing a lot these days and new Universities are becoming more accepted.
