      Yes, they can! There are several space observatories on satellites, probably the most famous is the Hubble Space Telescope, have you’ve ever heard about it? Their payloads and orbits are different from Earth observation satellites: many of them carry telescopes and follow the Earth on its orbit around the Sun.
