You can become an engineer now! Engineers are those who solve problems by using science. I remember when I was in high school we entered a competition to create a better flight system for planes, my team go to the final 12 and the judges really considered our proposals!

To be a certified engineer of course you need training, depending on what type of engineering you want to do but can be 2 to 3 years. For engineers within health care because you need understand how the human body works like me, my university degree was 4 years.

If you want to become a trained engineer, you need to study for an undergraduate degree at university. That takes usually 3-5 years, depending on the country.
Then you can take exams to become chartered engineer or not. Instead, I continued to study at university and did postgraduate degrees as well, which took me another 5-6 years.

That depends on what you want to do, like the others have said. I did a four year degree to be able to become a PhD student, which you might count as an engineer. After that I will have done 8 years at university.

Tough question to answer; do you mean how long to get a recognized Engineering degree? or how long it takes to be Professionally registered/Chartered Engineer?
      Engineering degree(BEng)=3-5yrs depending on Country
Chartered Engineer= Masters(or equivalent learning) + typically 6-8yrs work experience on average

I agree to Charnett. You become and engineer when you start to fix or build something or solve problems, which you can start doing right now.

A bachelor degree or apprenticeship of 3 years would give you basic knowledge.
