I think because of the lid. It stops the air getting in and drying the glue. If you left the top off for long enough it would dry eventually, although the amount of glue also slows this down.
There are some materials glue does not stick well to – glue either needs to react chemically with something or else it needs to soak into the pores. I was trying to glue silicone last week, and eventually had to buy special glue to do it!

Actually sometimes it does get stuck on top of the lid, maybe it is due to the amount of contact?
